$105K–$119K Instrument & Controls Technician Blueprint: Why the BLS Number Is the Wrong Anchor [2026]

The government's closest category says $74,340. Refinery postings say about $105K to $119K. The gap is a classification problem, and it matters if you are negotiating.

Cycle Exposure: Moderate, depending on who signs the check

This seat has no cycle number of its own, because it spans industries. What it does depend on is the employer class, and those behaved very differently in the 2014–16 oil bust.

Employer class Cycle read Basis
RefiningLowIndustry employment flat 2014–16; −5.7% in 2020
Pipelines and midstreamLowIndustry employment +5% 2014–16
Gas distribution and electric utilitiesLow (my read)Regulated employers; they hold more than 21,000 of this occupation's jobs (BLS, May 2023)
Upstream field work and contractorsHighUpstream production jobs −26% from Oct 2014 to May 2016

The honest limit: these are industry proxies, and the utility rating is my reasoning, not a sourced finding. Before you accept an offer, ask which of these four employers is actually signing it. Sources: EIA; BLS via FRED and OEWS.

Will AI take this job?

About as much as the typical job, which is not much of it. Chatbot-style AI touches this occupation about as much as the average one. It ranks #374 of 785, just above the median at #392. That is more exposed than the operator seats on this board and less than the engineer.

About 84% of the work is physical: calibrating transmitters, rebuilding control valves, tracing wiring, testing loops. The remaining 16% is information work: drawings, loop sheets, documentation, troubleshooting notes. That part is where an assistant can help. It cannot rebuild the valve. The rest is still you.

Three points of consideration

  • The data measures how people actually used a general-purpose assistant, not what AI could do.
  • It cannot see AI inside industry software behind a login. Postings for this seat list DCS and asset-management systems, and diagnostics inside those tools are the likelier route for change.
  • It says nothing about robotics.

Source: Microsoft Research, "Working with AI" (Tomlinson et al., 2025), CC BY 4.0. SOC 49-9012 score 0.149, rank #374 of 785 (median 0.143).

Is This You?

  • You like finding out why a number is wrong: a reading that drifts, a valve that sticks, a loop that will not calibrate.
  • You have an electrical, instrument, or mechanical background, or two or more years of hands-on work around controls.
  • You are comfortable working in a live plant under permits and lockout, in weather, and sometimes at height.

All three: you are in the seat. Start with the first move below. Two of three: still worth the blueprint; the missing one is a Path In, not a disqualifier.

Not your next move if

  • You have no electrical or instrument experience and need a trainee class. The top refinery postings ask for experience. Start at the Refinery Operator door or the Industrial Maintenance Technician, then cross over.
  • You want to work at a screen. About 84% of this job is hands-on. The screen version of this skill set is the Industrial Data Analyst on the Connected Operations Board.
  • You want to anchor a negotiation on the BLS median. For a refinery or midstream seat, that number is the wrong one. Read the pay section.

If you read nothing else (15 minutes)

On one page, draw a 4–20 milliamp transmitter loop: power supply, transmitter, input card. Then answer one question: a 0–200 psi transmitter reads 9.6 mA. What is the pressure? (Subtract 4, divide by 16, multiply by 200: 70 psi.) Date it and keep it.

Then note why the scale starts at 4, not 0: a dead wire reads 0 mA, a real bottom-of-range reads 4. That one design choice is how a technician tells a fault from a true zero.

What It Pays, Reconciled

SOC anchor, with a warning: the closest single category is 49-9012 Control and Valve Installers and Repairers. BLS OEWS May 2025: median $74,340; mean $76,210; 90th percentile $112,500; 48,240 jobs; projected +1.3% for 2024–34, with about 3,900 openings a year.

Why that number misleads: in BLS's May 2023 industry data, more than 21,000 of this occupation's jobs sat in gas distribution (about 12,990) and electric power (about 8,710). Oil and gas extraction held about 1,070 and natural gas pipelines about 600. Where oil and gas industries do appear, their mean wages run higher: about $93,240 in extraction, $92,000 in natural gas pipelines, and $101,980 in other pipeline transportation. And instrument technicians are also coded under other SOCs. Nearby categories include electrical and electronics repairers for commercial and industrial equipment (median about $71,270) and electrical and electronic engineering technicians (about $77,180). The posted rates are a better guide to what this seat costs.

Negotiating anchor: for a refinery seat, about $105K–$119K, which runs roughly $30K to $45K above the SOC median. For midstream, the posted ladder runs from the low $70Ks to $140K, so ask for the level schedule. BLS wages exclude overtime, and the Suncor posting shows weekday hours. Check that listing on Suncor's site, since it was close to expiring when I read it.

Why the Seat Exists (Three Facts)

Fact 1 — The industries that pay most for it pay a premium. Inside the BLS category, the oil and gas industries post mean wages of roughly $92K to $102K against an occupation mean of $76,210. The years differ (industry figures are May 2023), so read it as a direction.

Fact 2 — The work is regulated safety work. OSHA's process safety management rule covers the mechanical integrity of controls, including monitoring devices, sensors, alarms, and interlocks, so inspecting and testing them is not optional at a covered plant. The person who calibrates and proves out those instruments carries that obligation.

Fact 3 — This is where the physical plant meets the network. CISA's August guidance tells operators to inventory internet-exposed devices and remove unnecessary remote access, starting with the controllers. The technician who knows what is wired to what, and which loop talks to which controller, is the natural owner of that inventory. It is also the on-ramp to the OT network rung on the Connected Operations Board.

Paths In

The credential to know: ISA's Certified Control Systems Technician (CCST) is the industry-recognized credential for this trade. Verify the levels and experience requirements at isa.org before you plan around it.

Path Start from Evidence That Converts

Scot Free Take

The BLS says $74,340. A refinery posting in Colorado says $55.16 an hour, about $114,700. Same trade, same title, a $40,000 gap. The category is a statistical convenience that lumps the gas utility and the refinery together, and the posting is the price. A title is a claim. Ask for the posting.

I like this seat for another reason. The 4–20 milliamp loop technicians calibrate has one design choice most people never notice: the signal starts at 4, not 0. A zero means the wire is dead. A 4 means the process is at the bottom of its range. Somebody built a way to tell silence from a real zero into the standard itself. That's most of what I write about on IoTunderground in one electrical decision: the absence of a signal is a signal.

It's also the part of the stack the diagrams skip. Everyone draws the cloud and the model. Under them sits a transmitter on a pipe, and a person who knows what it should read. When a controller on a cellular modem gets reached from the open internet, the first question is what's wired to it. The technician already knows the answer.

AI will help with the loop sheets and the paperwork. It won't rebuild the valve.

Learn the loop. Date the work. The rest of the stack rests on it.
